Natalie also suggested to me that it was a sweater with a tie hole, as Tian commented above. If so, it was sized for a dwarf with a pencil neck. It’s 22″ (55cm) long. Not much coverage.
When I saw the photograph, I thought immediately of all those “penis cozies” my first wife knitted for me. Of course, I never used them, they were always too small.

My grandmother has one like that which is very short - it looks too short to fit her, though it isn’t. She keeps one because tying a regular scarf is very difficult for her to do with arthritis in her fingers. Makes sense to me.
So, apparantly the stairwell has arthritis and needs to keep it’s neck warm. It’s all very simple.

I think it may be an off-shoot religon based on the ill-fated Heavens gate group that believes keeping staircase bannisters warm will bring them into the after-life when the comet comes.
